erik: What’s legal in US, doesn’t mean it’s legal elsewhere or vice versa.

Joerg: We want to support gray areas. This is what innovation looks like in the beginning

glen: It’s a relevant point, what about Bitcoin? It’s illegal in somewhere…
erik: Ecquador made it illegal, but only because they’re releasing their own.
dezell: Because this charter has been approved, it is what it is.
… This language is vague, we don’t intend to not talk about Bitcoin because Ecuador said it’s illegal. In the same point, we can’t /just/ talk about Bitcoin.
jeff: The overall scope of the IG charter is broad, and probably doesn’t need to be changed at this point. This gives plenty of room to work in it. We’ll want to focus down, far much more in there than can be done in the first few months.
erik: It’s hard to guess how long this will take.

joerg: Would it be important to talk to companies that could or should use Web Payments? That plays into hand of bizdev in a way.
erik: i can see that web technologies could be different front-ends into backend systems.
joerg: For example, XML has been used for a while, but we reused it in GSMA for some technologies.
dezell: The way the thing blooms, if you’ve done your REST Web Service correctly, there is a lot of power there… these technologies can be self-defining.
… I personally happen to be a fan of REST – it accepts in either JSON or XML, we can content negotiate.

erik: Development of technical standards is not in scope for the group.

dezell: The transparency aspect – it’s a big part of the work, alphabet soup for standards – transparency is not the point of the ISO specs. W3C transparency has a lot to do w/ accessibility.

erik: You want people to innovate, but you want it to be generally accessible.

manu: I think we should stay away from the word “token” or “wallet” right now, could be a permathread.
joerg: We can’t stop the use of the words, but we can’t monopolize its use. So, better ‘qualify’ them with ‘reference wallet’, ‘hardware security token’, etc.

billGebert: From an education/governmental side, commercial hiring practices, identity is very, very important to us. Our experience at ETS in providing assessments to 200+ countries, and accepting payments, having the right person show up if they’re hired/tested. Proficiency is important, that’s where we’re focused.
… That’s what we want to see succeed in this group.
erik: The person taking the GRE, was that really that person taking the GRE.
billGebert: yes workforce, how much money is being wasted because of fraud that occurs. If the wrong person shows up to take the job, or shows up to a university – the cost there is well in the hundreds of millions.
erik: A lot of the problems we’re working on here are important to both education and financial technology.
… There are many relevant groups working on this stuff.
… Too early to talk about a timeline for this work. We need short term deliverable focus on this. We don’t want open ended tasks.
… Dependencies and liasons – there is a lot more out there that’s important.
… participation is important – open to W3C members and invited experts.

… Communication happens over IRC, mailing list, phone calls. Every now and then, face to face meeting.
… Patent disclosures – disclose patents. We have a chance of success at this because of W3C patent policy.
mountie: The charter is trying to cover everything.
erik: There is a lot, we’ll have to find things to stay focused on.
… Move what exists into a Web Payment scope.
… There will be new challenges, but most of the stuff exists today.
dezell: We can discuss all this stuff, but we are not the ones that do the technical work.
… We may create use cases, requirements to feed into other work. For example, security – summarize what the requirements are – send them over to WebCrypto group.
… We don’t want to lose our way down the security rabbit hole.
mountie: one more comment – wrt. other W3C working groups – this is a convergence of other W3C group work… the group is similar to Web and TV, Web and Automotive… we have to take a different type of approach wrt. what needs to be standardized.
… Web Payments IG is very different from regular W3C groups – it’s more high-level.
dezell: That’s true – web and tv are parallel… this group is unique at W3C…
erik: There are a lot of different verticals that are going to be interested in this, we need to get involved in those other groups… how does that fit back into Web Payments.
… Get involved in other groups that interest you.
bernard: it’s part of the IG to tell which groups should coordinate with whom.
… This is what we’re working on – welcome.
dezell: important to show progress in the right areas.

Patrick: Is the payment work looking at the non-human actors in payments – 3D printing, manufacturing, authentication of embedded web agents to facilitate payments.
… It’s implied up here, is that another set of use cases?
dezell: That brings up another deep rathole – once you start selling things, and complying w/ regulations – merchant has responsibility – are you automating the sale of illegal goods? or legal goods in illegal ways?
… For example, people of certain ages won’t be able to use certain crypto currencies.
joerg: Requirements for some work – depends on where you are, your perspective. I hope that we can say: This is how W3C work complies w/ the charter. Close the loop. Ok to talk about wide scope, but we need to boil it down so we can deliver on what we’re going to deliver.
dezell: We need to bring people working on this here – we are good at removing walls.
… Tim Berners-Lee said: secret to standards is to get people that don’t get along into the same room in a strange place… they start working toward common goal.
… There is a human factor to this – Bloomberg just joined X9, etc… we can create stuff at W3C and send those to X9 and ISO.

Related Working Groups: Web Crypto
Virginie presents the web crypto WG (see slides )
In last 2 years, we have collected use cases. We have an API which is now quite mature and about to exit Last Call.
We’re starting to think about next steps and the potential overlap with web payments, e.g. improved authentication using multi-factor techiques.
We had a workshop recently, see http://www.w3.org/2012/webcrypto/webcrypto-next-workshop/
We have started to look at the potential role of trusted UI. as well as secure elements, etc. The new charter will begin next year.
Just keep in mind that there are groups that could help the Web Payments IG, e.g. Web Security IG, Web Crypto WG, WebAppSec WG. The latter is kicking off work on a credential API.
Manu: when is rechartering happening?
Virginie: January 2015
To effect the WebCrypto Charter we need input by then
Manu asks about the credential API.
Virginie: we felt it would be a good fit for the WebAppSec WG which is rechartering at the same time as WebCrypto.
Some discussion about W3C domains. Dave Raggett notes that these are part if the way W3C staff are organized, and it is more important to focus on coordination by group members across groups.
Need to establish good communications across groups. Stephane adds that the Web payment IG charter lists groups or relevance. Having people who are participating in both the Web Payments IG and other groups is a particularly effective way to coordinate.

Manu: Google is leading work on credential API with support from Mozilla, which is very positive on behalf of browser vendors.
Dan: let’s not tie what we’re doing to specific browsers
Interoperability is the key.
What kind of credentials?
Manu: primarily relating to authentication to web sites.

David: it is good for us to be engaged and we can discuss this further tomorrow in relation to plans for outreach.
Manu: a good way is to volunteer to perform spec reviews.
Virginie: the Web Security IG are more interested in reviewing specifcations and may not be effective at reviewing use cases.
… first spec from WebCrypto WG is mainly focused on widely deployed crypto algorithms.
Coordination between W3C and IETF on crypto e.g. in relation to HTTP.
Is multi-signature support on their radar? This is important for web payments.

David: one challenge is whether we trust the devices the apps run on?
Answer: you can’t trust the devices in general.
Dan: you don’t want to confuse encryption with security.
Joerg: is the security good enough for protecting the brand behind the solutions. If Deutsche Bank issues a VISA card in Deutsche Telekom wallet, it’s mainly the three brands, not the security technology which is invisible to the user, that makes them trust and accept a solution.
David: there are a lot of warning flags, so we need to be vigilant.

David invites a couple of people who just stepped in to introduce themselves.

He explains that community groups are unofficial and exist to incubate work. The web payment CG has 184 registered members.
We’re an incubator for ideas we think may have potential and expect to pass ideas to the Interest Group for review. The CG is open to anyone, and our work is open, inclusive and transparent.
The CG is collaborating with a range of other groups. These include technical groups as well as policy, regulatory and legal groups.
Manu mentions the Open Payments Foundation which focuses on open source implementations
He recounts the timelime that has led to the Web Payments IG. Want to encourage good coordination between the CG and IG.
Lists the web platform’s current failures: no standards for credentials, payment initiation and digital receipts.
Web Payments CG considers the following to be important: civic – strong identity is central to ownership, democracy, privacy and prosperity
The fact that 2.5 billion adults lack access to financial infrastructure.
The opportunity for the Internet to provide a more agile and vibrant global economy. Why does money transfer take much much longer than sending an email?
Role of phones and increasing penetration of smart phones across the globe.
Some discussion around MPESA for mobile payments.
David: the time for completing payments is related to maintaining control and business models for payment infrastructure.
Competition will drive innovation, e.g. for faster payments.
Daniel Austin: if we can make it profitable for companies to complete payments quickly, that is what will happen.
Experience with Rabobank in the Netherlands. We are trying to encourage card payments over cash payments and looking at the incentives to make that happen.
Moving money internationally involves many parties, and interoperability will stream line this.
Manu introduces the Web Payments CG use cases. We took these from the Paris workshop. They include push payments,subscriptions, digital receipts, pseudo anonymity, wallet portability, account portability, etc.
The design criteria include supporting existing payment instruments, emerging instruments, digital/physical receipts, smart contracts, etc.
David: the IG should review the CG use cases document.
Dan: this shouldn’t be considered to be exhaustive
… but is awesome work and will definitely be helpful
Stephane: is this a static finished document, or a living document?
Manu: it is continuing to evolve
We don’t have any input into the use cases document from external groups as yet
(cites a list of organizations we would like to hear from)
Dan: it would be interesting to pick all the use cases with validity and pick some for detailed examination
Stephane: as well as selecting use cases, we need to prioritize them, and to ensure that they have sufficient coverage of the challenges we want to address
We have a technology stack (see diagram).
The Web Payment CG considers itself to be in a supporting role to the IG and will continue to experiment with pre-standardization payment technology. Likewise to continue outreach and collection of review input for the IG
Dan: we need to have a clear position when it comes to crypto currencies that we can communicate easily.
Disruptive technologies occur regularly. Things are going to shift in response. We need to keep an open mind and build standards that aren’t too attached to current regulation and payment solutions.
Manu: the CG is very happy to take on things that would be impractical for the IG to address without being disrupted.
Some discussion on ensuring the messaging of the relationship between the IG and CG is really clear. We need to avoid mixed messages.
Dan: the W3C name on the CG is confusing.
Stephane: we are aware of this and want to help
Joerg: is there a picture that makes the differences between the various kinds of groups clear?
Stephane: not as far as I am aware, but it is a good idea
Dan Burnett: this is work for the W3C to make the distinction clearer

Joerg: I have the feeling that we are touching identity now and identity has many faces. We are missing entitlements as an instrument that avoids the need for tracing all transactions back to the payee.
Related groups: Credentials CG (Manu Sporny)
This spun out of the web payments CG. People felt that work on credentials should be split off to avoid it being tied to closely to payments.
Manu presents the credential CG’s definition of the term “credential”.
One of the groups participating in the CG is the Badge Alliance, a spin off from Mozilla.

The video mentions credentials relating to educational achievements.
Manu: mostly relating to K through 12 age groups
The problem this is addressing is to be able to prove to employers that job applicants have the qualifications they claim to have.
This very much ties to identity. When you take an exam you need to prove your identity.
This requires high stakes credentials. We’ve been working on addressing this using JSON-LD and digital signatures.
We want to avoid the need for use name and passwords, date of birth and so forth which are subject to fraud.
High stake credentials may be formed from credentials that may or may not be high stakes.
You shouldn’t need to distinguish whether these contributory credentials are high stakes.
Dan: these credentials may not be the same as needed for payments, right?
… We need to keep these separate.
Joerg: credible signatures generally speaking involve a cost and a globally recognized signature is likely to cost even more.
Mountie describes the situation in Korea
Manu: this is not a centralized solution. We need to look at what do we need to get people on board, and separately to address the technical issues.
Privacy and tracking are important issues to address.
Some discussion about the relationship to payments, and the role of standards for credentials.

Multiple credentials can help to reduce risk.
Open standards would be valuable.
Discussion around tokens and EMV.
David: this group (web payment IG) will need to be proactive and surf on current efforts.

dezell: This isn’t like XML, not human readable… based on business processes.. doesn’t have reusable components. older, smaller message format.
dezell: Showing slide 2, authorization message, financial messages, file actions, reversal and chargebacks, reconsiliation, administrative, fee collection, etc.
dezell: If you think about payment protocols, they do these things, they’re going to have admiistrative components.
dezell: New mobile financial services – web financial services – huge amount of momentum behind this work. More or less trying to do some of the same things we want to do. It shouldn’t be bad/demotivating. We could dust around the edges and reuse it.
dezell: Just last week, they decided to make this an international standard – if you say you’re going to do it, you have to do it, or you’re fined.
dezell: There are 5 details here – introduces a concept of a mobile financial service provider.
dezell: They can be banks, mnos, etc. Intent is to reuse ISO – the issue is TC68 dropped the ball on 8583 is out of sync. Let’s assume it’ll happen.
dezell: What the US recommended – the committee did all of it. They asked secure elements to be changed to “cloud” processing of sensitive data.
dezell: We can reuse most of this technology. If you focus on SE, you are driving a solution like NFC – we don’t want to do that, we want to be more open/general.
Joerg: The intention is good and understood – one is that it works offline, the other is it works online, but allows instant reassessment of the risk. Different functionalty – you can assess risk in realtime. They have very different powers in there.
Claudia: We dont’ want to limit it to one approach, that was the problem w/ the existing standard.
dezell: You don’t want to refactor often. Lots of back and forth between david, claudia, joerg – discussing the reason behind the move to more abstract terminology.
dezell: Parts – general, security and data protection, financial app management, mobile payments to persons/businesses.
dezell: Since this has the force of an international standard – lots of SHALLs – doesn’t specify what mechanism to use.
dezell: This is strange to W3C – we’re much more nuts and bolts, we don’t make policy recommendations in general, but we need to learn to swim in this world.
dezell: Consumer rights – important – putting this sort of stuff in the spec is something we may need to put in the technical specs.
dezell: You have to provide all those rails in your spec.
dezell: Consumer rights are the important bit
dezell: PIN entry – for people that care about this sort of thing – Gemalto is the king of this world – has everything to do w/ access to the secure element.
dezell: You can never enter it on a random device – only into devices rated in a certain way. How to make that accessible w/in the Web. The idea of a PIN, it’s something sacrosanct to us.

Claudia: There are various X* organizations, they’re all accredited by ANSI – we have to follow processes, we’re audited, etc. There are ways that X* organinzations follow consensus/voting.
Claudia: There is an explicit and open voting process – there is a process that has to be maintained/updated.
Claudia: When ANSI accredits a standards body, they accredit them for a certain area – X9 is for the US Financial industry
Claudia: We focus on today and where we’re going into the future – we own the US vote into ISO for TC68, whcih is the counter-part to X9
Claudia: US adoption of ISO standards – we work with ISO. In general, if we want to start a new standards effort in X9, we’ll just start as an ISO work item. If it’s clear that it only has domestic relevance, for example check images, mobile standards – if we can’t get international adoption, we might then revert to a domestic standard
Claudia: Within X9, we have management committees, we have technical subcommittees – four – payments, corporate, securities, data security.
Claudia: Payments is where you find check cards, mirror groups for ISo12812
Claudia: Corporate payments, mostly US – but there is an effort to take X12 for electronic data interchange – don’t know if this is true of W3C, often a standard is written w/o implementation document. List of 700 codes that large retailers/suppliers.
Claudia: No information about which codes about different things – no interoperability – if walmart uses code for “bad hanger”, and Macy’s uses a different one – there is a problem.
Claudia: We need companion guides or implementations.
Claudia: We have quite a few standards in data security – you may want to look at X9.112 – security here is more robust – tokenization may be relevant – cloud security may be relevant. Involves US work.
Matt: Is anyone usin the tokenization mechanism yet?
Claudia: Part one .. part two ? (scirbe missed)
Claudia: When that comes out, large retailers are interested – we’d be targetting education for those groups – NACS is involved in that work. US, ANSI, etc. sync up in this way – overarching body – ANSI / ISO.
Claudia: There are lots of TCs in ISO – we are secretariat TC68 – McKenna chairs TC68
Claudia: Data and info sec group relates to subcommittee 2 – mapping global SCs to US X* groups
Claudia: Just giving some of the organizational feel – membership is structured differently – 4 levels of membership – A-level… fees are flat vs. based on revenues – one WG may join at WG level… vs. joining at consensus body level. We do a lot of MOUs w/ other standards orgs,
Claudia: X9 would be very interested in collaborating in any way.
Erik: How do you see the work of this group working w/ the X9 group – do individual companies work w/ them… or can W3C collaborate directly with them?
Claudia: I’ll give you an example – we setup orgs w/ ??? organization – they setup a workgroup to develop extended remittance standard. In US we can carry large amount of data for remittance data… US has multiples of 1000s, other countries have maybe 200 characters.
Claudia: Since we manage TC68, we have lots of ISO capabiltiy – we wrote a MOU on their behalf.
Claudia: That worked well…
Claudia: On a separate slide – pain points between financial institutions and corporates – subject matter expertise between subject matter experts – join at WG level… 1,200/year – provide input into standard in that way.
Claudia: What collaboration might work best? I can setup a call – we issue joint standards, lots of different standards out there.
Karen: How do other countires around the world interact w/ ISO/ANSI.
Claudia: In germany for example, there are german represenative, japanese reps, etc.
Claudia: The country elects their reps – every board meeeting for X9 has TC68 meeting – who will be our reps for SC4, who for mobile effort? Then we send a delegation, every country has the same thing.
Claudia: That’s how they come into ISO, typically.
Matt: Are we trying to get X9 join this group? If Web Payments WG of some sort comes up w/ the spec, do we have X9 co-sponsor it?
Claudia: So, mobile financial services standard, for example – you may be able to adopt it wholesale. What I do, do a gap analysis – figure out what’s alreaady good, what can we reuse?
Claudia: For example, taking existing X12 standard, X9 owns IP, X12 owns IP – then we come to an agreement – we’re better off using eaach others work.
Claudia: Maybe this group sits down w/ other group and you do a gap analysis – which standards do you want to reuse – refer to other standard, lots of ways we can get that to work.
dezell: W3C has submitter status w/ ISO – we can actually make this an ISO standard if done successfully.
Matt: Yes, joint support – maybe get FED on record.
Claudia: There is a place for proprietary standards, we don’t hate them, but in general we tend to prefer open consensus standards work, more democratic, more voices at the table, etc.
Claudia: We would be happy to say things along those lines, on public record – anything I can help to broker that, happy to help.
Mountie: What about ITU-T? Similar approach to X9
Claudia: How would you see that working?
Mountie: ITU-T is trying to keep current technologies – aim is similar to X9, is there any touch points/considerations wrt. ITU-T standards in the US?

Claudia: ISO and X9 aren’t the only standards bodies that your effort might want to build on.
Daniel: They have Internet of Things (ITU-T) standards… so we want to pay attention to that.
dezell: There are other efforts – universal Point of Sale
dezell: If you had point of sale devices all of these interfaces would work – WebIDL interfaces… simply bringing it up – almost got richard to present on this, he couldn’t make it. Just pointing out there are multiple things on here that feel like a WebApp.
dezell: printer methods UML diagram, print bitmap, print bar code, this has been in production for a long time, we could change this to be a bluetooth printer, etc.
dezell: EPAS – electronic payment applications software – european focus, ISO 20022 – those ISO messages don’t make a payment application. If you implement 3 specs, you have a payment application,
dezell: terminal management, retailer application, acquirer protocol – these are the things that we may want to look at.
dezell: it’s important for us to talk about this 400lb gorilla in the room – EMVco tokenization spec is at the basis of apple pay (that’s the rumor)
dezell: You can download spec, readable – internally they use ISO 8583 – token is built from that stuff… it’s binary.
dezell: Ecosystem is token service provider, acquirer, merchant, etc. token requestor is a placeholder – anyone can request a token. The soul of trusting this – refresh early/often.

manu: consumer should be able to pick whatever payment processor they want. any given processor might be able to handle many payment methods (paypal, bitcoin, Amex).
dezell: how does a payment processor integrate with the concept of a payment agent?
manu: a payment processor is like a bank or a paypal. its some service someone is providing that implements the specifications we are talking about.
… could be a combined payment gateway and also a credit issuer
Claudia: any organization that supported the specifications could be considered a payment processor?
Claudia: Today a merchant selects a processor. The user rarely has this.
manu: yes. but in push based payments it almost becomes meaningful.
Claudia: But it might matter to a merchant in that some processors would cost more than others.
manu: yes but the merchant can limit the types of payments and even the processors that they will work with when they push the invoice?
joe_h: this feels like dangerous wording.
What about “payment scheme”?
6.4 Parametric Offers
manu: machine readable offer for a time limited sale of an item.
… designed to help search engines find offers of sale.
dezell: is the ‘parametric’ in this limited to the way the payment can be made?
manu: your payment agent knows. The merchant says “here are the payment methods that I accept and the discounts I will offer for each”
matt: but how do I know what offers to make?
ShaneM: You make all the offers all the time.
patrick: Is there a similar intelligent agent on the merchant side?
dezell: I feel like this is a topic for future discussion.
Claudia: Yeah, this is a big deal.
Gray: I think that this is a worthwhile.
6.8 Choosing the Attributes of Price
dezell: the index that is used for currency exchange is sort of up to the bank
joe_h: some banks and cards might tell you about their fees and rates, and some do not.
dezell: it would be okay as an IG to say “your bank should be telling you this. If they are not then you might want to find a new bank.”
Matt: But the settlement of a transaction doesn’t happen statically
patrick: Ripple sort of does this today
Claudia: Ripple is not used today. We should be realistic.
manu: the other place this becomes interesting is if we want to do parametric offers…. a bakery might have a contract with the local grocery stores. I will tie my prices to certain indexes.
Gray: (lots of information about how indexes and settlement work). If there are things that will really help effect payment, the merchant could tell us.
… you are obligated to present multiple currencies in offers in Europe.
6.9 App-Store Purchases
manu: whatever payment mechanism we create should work everywhere – even a captive app-store
6.10 In-App Purchases
manu: in a game should work the same way, even with an in-app payment. It needs to work WITHIN the game.
6.11 Payment Tokenization
if someone breaks into a merchant and steals the tokens, then no harm should come to the consumer.
Is this a design requirement?
6.12 Registration-less purchases
You should not have to create an account in order to purchase something. When you buy something it should just work. You should not have to retype all your information.
manu: there is something called ‘request auto-complete’ that can fill in forms. but that mechanism keeps your data in the browser (and maybe elsewhere).
Claudia: We don’t want to have all that information stored in the browser?
Can we use the secure element to store that sort of information?
manu: yes. But what if you don’t have it or there isn’t a way to do it?
… this is more like what is the best way to do a registration-less purchase?
joe_h: What about purchasing a song? Amazon sends me a song and they get my $0.99.
But they “may” need to know where you are for copyright issues.
<manu> ShaneM: Speaking for small merchants – it’s good data, even if we have preferences.
<manu> ShaneM: confirmation/transaction ID to say payment was made is good.
joe_h: even smaller merchants want the purchase more than they want your data.
DRaggett: Are there use cases where you need to provide a credential to back up some requirement (like you live in a specific place)?
manu: there is a use case in the credentials group to help with this.
DRaggett: But what if they need actual proof?
manu: a credential is a digitally signed piece of information. So consider a government issued credential that certifies your age and address.
… An additional usecase: escrow and cancellation? They are not on the list. They should be. It comes up at the UN a lot.
Claudia: Returns and credits are a mess on the network right now. should that be a separate use case?
6.15 Non-interactive purchases
manu: example of a micro-payment model with some sort of upper limit.
Should there be a way for things to purchase things on your behalf?
manu: yes. IoT. Your fridge should be able to order groceries on your behalf.
Meta-question: Are we trying to capture all the use cases in the world?
manu: I don’t know what the IG is trying to do. The CG did not try to do that.
dezell: We are reviewing the CG work. We will put them on the Wiki, but we need to add to them. We will also point to the X9 use cases. And we will have our own.
… We might need to capture business processes to back up the use cases. Some standards have done this already so there is a basis for the work.
possible some use cases will violate patents or processes. Those might belong to non-W3C members. We will need to be careful of that.
The requirements we have reviewed so far do not address consumer to consumer, government, nor business to business requirements. We might need to address those.
manu: these requirements came out of the web payments workshop in March. once the CG looked at it we saw that the one use case about app-store got split into other requirements.
The in-app purchases are something that are too big for this group to address.
dezell: I imagine once this gets into the wiki we will start marking the as basic use cases, things that are too difficult, etc. Can be edited of course.
joe_h: How would these requirements map into the user payment agent concepts? There should be a way to associate these requirements with the work that has been done.
dezell: It seems like you are volunteering, Joe!
… end up with a wiki that has business processes, linked to use cases, catregorized as things we need to do right now vs things in the future or never. also link them with the work that has been done with payment agents and how the requirements can be supported by that technology.
stefb: where are all of the business processes and requirements coming from?
dezell: I am preparing to filter them based upon this discussion as I build the Wiki.
draggett: Need areas where we find gaps and look for people to fill them.
patrick: What about taking an approach like looking at requirements for government-initiated payments, consumer-initiated, business-initiated?
Payor and Payee are typical categories. but there are classes of payor and payee.
dezell: to we attempt to encompass all the actors?

Claudia: P2P and P2B where B is both business and government.
Actors are individuals, business, or government. Regulator is a subset of business or government.

claudia: When you go up to choice of payment processor – that’s when the payee decides, we assume laws/regs apply – we don’t need to create something here. All laws apply.

6.16 Payment Agent Database Portability
manu: you should be able to easily migrate your data from one provider to another. all your receipts, credentials, etc.
… there is a technical solution that is already 80% done
joe_h: what about the legal implications of transferring a credit card number etc? You need to have the provisions, but in many cases there will be the start of a process.
manu: we wanted it to me almost automatic. Compare this to porting a cell phone number from one provider to another.
… red flag. It must be hard to protect the information.
joe_h: it is a process issue. and there may be costs associated. And it is not just technical. There are liabilities – or potential liabilities.
… I don’t think it should be in version 1.
… in principle you need to be able to change your service.
eric: you might not be migrating a ‘card’. you might be using an instance of a ‘card’ on a secure element. and if you want to migrate to another you get another instance of a ‘card’.
joe_h: it would depend on the technology in use. you need to be able to work with existing payment terminals.
dezell: apple pay’s concept seems to be that a token service provider can reprovision your payment agent. This requirement seems to be about decentralizing the token service provider.
6.17 real-time regulatory reporting
manu: ensure there are hooks in case regulators have rules. high level concept. design requirement?
dezell: this sounds like some existing regulations where people are required to record every transaction so they can expose them to regulators on demand
Gray: The IRS is looking for 1099 information on settlement accounts.
Dan: Is this related to credit bureau stuff?
manu: We were not thinking of that at the time. It might be an important area though.
mountie: can we remove this requirement?
eric: Actually there are lot of regulatory bodies that are asking for this.
mountie: It seems too burdensome
eric: Maybe it could be batched instead of real-time
6.18 Digital Receipts
manu: if we are doing push payments, then we need proof that you paid. It is something the payment processor gives you so that you can hand it over to the merchant to prove you paid.
joe_h: there are at least 3 different levels of uses. 1) transparency for the user. 2) the merchant wants the transaction list in a form that is acceptable for e.g. refunds, repair, etc. 3) legal support for liability.
… legally binding receipt will be harder to implement. But we can start with the easiest.
David: It seems that some of these things are design criteria vs. actual use cases.
manu: they could be badly categorized.
dezell: we will ferret out the differences between use cases and design criteria
Gray: missing requirement: pre-authorization, post-pay
<manu> ShaneM: You describe a digital receipt as holding metadata from vendor/home depot. You also said payment receipt came from the payment agent.
<manu> dezell: We have various models in the payment area – pin-based, …, semi-integrated – higher level than integrated – pay $23 dollars. Tells device every product that is sold.
<manu> dezell: if cc network uses that information, we’re crossed the line into semi-integrated land.
<manu> dezell: in my mind, I’ve been keeping everything in “fully-integrated” mode… It doesn’t know about anything except for payment
<manu> dezell: Suddenly the system knows about everything that goes into the transaction. In my mind, there is a definite line in there – we need to figure out how to do this.
<manu> gray: It’s a slippery slope – SNAP and WIC… public assistance is difficult.
<manu> dezell: Do we include public assistance.
<manu> shaneM: My digital wallet includes my snap benefits wallet – when I go to Target, everything that can be paid by SNAP goes to my snap card, the rest of it goes to debit.
<manu> dezell: This is correct – there is also a certain absurdity to it.

gray: the consumer expects an itemized receipt. cant file an expense report about it.

Matt: why can’t the merchant just issue the digital receipt?
dezell: no reason they cannot. the concern about the poaching is a real issue.
gray: this is a privacy issue around payments in general. only on a need to know basis are transaction details exposed.
pat: why not encrypt the data using the merchant’s key?

The receipt can be decoupled from the payment from a technical point of view. But from the consumer’s perspective a receipt is part of the transaction.

david: I think there is a difference between a “payment” and a “transaction”. Not sure where the group is.
dezell: the intent of getting the use cases up is to indicate what is in scope or not
erik: more on receipts. bitpays and other technologies out there. rootkeys and derived keys. encrypting the receipts using your root key or your derived keys. you can then get your transactions for all of time.
… very secure. and will be accessible forever. if a given receipt is compromised it only compromises the one derived key.
matt: pull payments are a near-real time confirmation of good funds. what is the expectation for push payments?
manu: the same
dezell: some aspects might take a little longer, but other aspects will take less time.
Matt: do the brands have any ways to do “push” payments now?
Claudia: fedwire is push. ach supports both. debit and credit are only pull right now.
Matt: so are we expecting the whole industry to change?
Claudia: The spec should be agnostic.
Evert: some other places have push already.
Matt: pull payments take longer.
… who is going to write the rules for how settlement works. charge backs, etc?
Claudia: if only push payments work on this specification then the current card players won’t work.
Matt: how long will this take to set up? What infrastructure is in place now?
Claudia: Not clear. New organization needed. New rules. You could use eChecks in the us. Clears same day.
Matt: There is authorization in card space in the US today.
manu: if the backend clearing network can’t clear in real time, but some payment processor will guarantee availability after authorization.
Gray: Some intermediary will do this.

claudia: if you say that it has to be push with guaranteed funds, won’t that be more secure and cheaper.

dezell: user centric but our terminology is confusing. “push” is confusing.
manu: it is defined based upon what the merchant does.
matt: if we decide that push payments are in scope, based upon what is available in the US today, it is going to change priorities and timelines.
erik: some things will get done in parallel as we get task forces set up.
matt: moving push to the top of the list is going to make stuff challenging.
AndyF: there are different rules in europe vs. the us. someone needs to do the analysis to figure out what is feasible. It could take a month or more.
Wendy: From the W3C perspective what we need to be looking at is the web interface interface layer. Influencing what the industry does with push vs. pull payments is not going to be accomplished exclusively within the W3C.
